Five decisions connect European market requirements to production control.

Europe is not one universal document checklist. The relevant route depends on the specific country, packaged contents, direct or indirect contact, components, buyer or retailer specification and each economic operator’s role. Treat the register below as a project-scoping tool, then verify current requirements with the buyer’s qualified compliance adviser where necessary.

RoHS is not a general food-packaging approval, and a selected-tinplate report does not establish compliance for every coating, ink, component or finished tin. Confirm whether the buyer specification or applicable product route requires it. Separately, identify current PPWR information needs for the packaging and the buyer/importer role.

Separate current legal requirements from sample-specific reports.

A report cover is only an evidence-entry point. Start with the target country, application and economic-operator role; identify the applicable legal or customer requirement; then review the complete document, sample, method, date, list or standard version, result pages and relationship to the proposed material, coating, printing and finished pack.

Food-contact framework

Regulation (EC) No 1935/2004 provides the EU framework for materials and articles intended to contact food, including general safety and traceability principles. The selected tin and components still require an application-specific review.

Commission Regulation (EC) No 2023/2006 sets GMP rules for food-contact materials and articles. Project control should connect specifications, quality assurance and documented production operations to the approved construction.

SVHC / REACH

Candidate List substances above the applicable threshold can trigger supply-chain communication and, under defined conditions, notification duties. The list changes over time, so a dated SVHC screening must not be treated as permanently current.

Project reports

RoHS, SVHC, EN 71-3 and other SGS files are sample-, method- and date-specific. Use them only when their scope matches the buyer requirement; otherwise define new project testing after the construction is fixed.

PPWR current status: Regulation (EU) 2025/40 applies from 12 August 2026. Buyers and importers should identify the provisions, information, recyclability, marking, documentation and other obligations relevant to the packaging and their economic-operator role. A 2025 sample report to the former Directive 94/62/EC is historical sample-specific evidence and is not proof of PPWR conformity.

A seasonal chocolate or gift program can require complex graphics, multiple destination versions, inserts or trays, transport protection and a fixed retail calendar. Long-term retail program support

Preserve the approved evidence behind every European-market reorder.

A repeat order should not rely on memory, one photograph or an old purchase order. It needs a controlled reference pack that identifies the correct destination version and can be checked before the next production run. Junmei retains approved samples or color references for seasonal, multi-version and repeat projects under the agreed project controls.
